The Pastoral Council may include up to thirteen members, plus the friars. Six of the members are elected by the Parish, up to three may be appointed by the pastor to ensure that the council reflects the make-up of the parish. The four other major parish leadership groups also provide a person to sit on this council. These four other major parish leadership groups are: the Parish staff, Saint Andrew Catholic School Advisory Council, the Stewardship Committee, and the Finance Council. The membership of the Pastoral Council is rounded out with the membership of the friars.

Every year, two parishioners are elected to serve on the Pastoral Council by their fellow parishioners. The term is three years. To maintain on-going activies, two members rotate off each year, thus leaving four for continuity.
